May note: youth protection is stronger when enforcement is targeted

A short coalition note for current publication. The youth protection work in Alberta is already layered, careful, and broadly supported. It is stronger, not weaker, when enforcement is targeted at the channels that operate around the rules.

What the picture shows

The Canadian Paediatric Society position and the Health Canada guidance name youth uptake as a priority concern. The Tobacco and Vaping Reduction Strategy and the rules and enforcement page describe a layered Alberta framework. Bill 208 adds a further layer on adult product features.

What targeted enforcement looks like

Targeted enforcement is not a synonym for less enforcement. It is enforcement directed at the channels where age checks are not being done. Online and parcel-post supply, out-of-province vendors shipping into Alberta, and unauthorised products in non-licensed retail are the practical targets. Age-of-sale rules at the licensed counter already work. Inspection should pay most attention where it does not.

Where we land

The coalition supports Bill 208 moving through the Assembly on its current schedule. We support funded inspection of unlawful supply alongside it. Youth protection is stronger when both layers advance together.
